In Caesarea, the new Governor, Festus sits in the Judgement Seat while Paul is accused by the religious leaders from Jerusalem. The charges are all false but they are asking to allow Paul to be tried in Jerusalem. Paul knows that there will not be a fair trial so he appeals to be heard by Caesar.

In Acts 24, Paul stands before Felix as the high priest and his hired mouthpiece, Tertullus, accuse Paul of dissension and defaming the Temple. Paul is of course innocent and no witnesses come forth. 40 Jewish men, full of zeal but lacking understanding, take a vow to Kill Paul. The Sanhedrin is in on the conspiracy as well. Paul's nephew hears of the plot and tells the Roman Commander who quickly dispatches 270 Roman soldiers to provide safe passage for Paul.
